Accessing assistive devices for persons with disabilities in Kenya is crucial for enhancing their quality of life and promoting independence. How to Access Assistive Devices Through the National Council for Persons with Disabilities in Kenya

Accessing assistive devices is a crucial step for many individuals with disabilities to improve their quality of life and independence. In Kenya, the National Council for Persons with Disabilities (NCPWD) facilitates the provision of these essential tools. This article outlines the process of acquiring an assistive device through the NCPWD, including the necessary registration steps and some challenges faced by the council.

The Registration Process

The journey to obtain an assistive device from the NCPWD begins with registration. Here are the key steps involved:

1. Medical Assessment

The first step in the registration process is to undergo a medical assessment at designated government hospitals, such as Mbagathi Hospital. This assessment determines the nature and extent of the disability, providing the necessary documentation to support the application.

2. Verification and Documentation

After the medical assessment, the next step involves getting the medical report signed by the Director of Medical Services in the relevant county. This document serves as a formal verification of the disability.

3. E-Citizen Registration

To streamline the process, the NCPWD has integrated the registration procedure with the E-Citizen platform, a government portal that facilitates access to various public services. The requirements for registration on E-Citizen disability registration include:

  • A copy of the medical report
  • An ID or a copy of the birth certificate for minors
  • Coloured passport photos with a clear background

Steps to Register on E-Citizen:

  1. Account Creation: If you do not already have an E-Citizen account, sign up to create one. For existing users, sign in with your credentials.
  2. Login Verification: Log in using your E-Citizen account details or OTP (One-Time Password).
  3. Search for NCPWD: In the list of available agencies, search for "National Council for Persons with Disabilities."
  4. Registration: Click on "Register as a Person with Disability" and follow the on-screen instructions to complete the registration.
  5. Approval and Certification: Upon successful registration, wait for the application to be approved. Once approved, an SMS will be sent with an application number and a link to access your registration certificate. This digital certificate replaces the previously issued disability cards and can be downloaded multiple times.

Application for Assistive Devices

After completing the registration, individuals can download the Assistive Technology (AT) application form and fill in other details from this link or apply at the Council's office. The form should be filled out with accurate information and submitted for review. This process ensures that the council can assess the specific needs of the applicant and provide the appropriate assistive device.

Challenges Faced by NCPWD

While the NCPWD endeavours to support individuals with disabilities, there are several challenges that impact the efficient delivery of assistive devices:

Lack of Data on Assistive Technology Needs

One of the significant challenges is the lack of comprehensive data on the specific needs for assistive technology among people with disabilities. This gap hinders the council's ability to target the distribution of assistive devices accurately. Without precise data, developing a budget that aligns with the actual needs becomes challenging. Moreover, lobbying for additional funds to meet these needs is difficult without solid evidence.

Delay in Issuance Due to Underfunding

The allocation of assistive devices often experiences delays due to insufficient funding from the government. The budget for assistive technology is not distinctly separated; instead, it is included in a one-line budget alongside other disability-related expenses. This lack of a specific budget allocation leads to delays in procuring and distributing the necessary devices, affecting the timely support to those in need.

Navigating the process of acquiring an assistive device through the National Council for Persons with Disabilities in Kenya involves several critical steps, from medical assessment to registration on the E-Citizen platform and submission of an application form. While the process aims to streamline and simplify access, challenges such as data inadequacies and underfunding present ongoing obstacles. Addressing these challenges is essential for improving service delivery and ensuring that all individuals with disabilities receive the support they need.
